We are a small community, our roads are shot. Where can I get grant money to pay for repaving

These road repairs didn't sneak up on you. Wasn't the hoa saving up for this?

start with the state. now a days, there's not much chance there, but...

are your roads dirt/gravel or paved? If dirt/gravel, try your environmental boards (state/county) or air boards. Paving could eliminate dust issues, and thus, be eligible for a grant.

be ware, however, that almost every grant out there is going to require at least 10% matching funds, up to 50% or so. So, hopefully, you have something set aside.

Getting a government agency to cough up any money for roads is just about impossible.

Developers typically cut their costs by building streets and roads that do not meet local government standards. Local governments normally will not accept maintenance of streets that do no meet their standards and almost certainly will not accept a road that is not already in good condition.

My own HOA is made of rural parcels and we have some 300 miles of unpaved roads that we must maintain on our own dime even though we all pay taxes. Not only do our roads not conform to county standards, they really do not go anywhere; that is, they serve only our local needs and provide no routes for through traffic. The county has no incentive to step in and take care of our roads.

Road maintenance/replacement/repair is something that your HOA should have budgeted in its reserves. It sounds as if yours did not do that.

y'all own PRIVATE stuff ~ take care of it yourselves

... do you expect the public at large to paint YOUR house?

ps. MY HOA is in exactly the same situation: crumbling unfunded private roads, however, we do not anyone else to pony up and pay for our errors
