I was told by a friend who is the President of his Condo Board that Commonwealth Edison has changed their billing rates to consider Condominium Associations as "Commercial" customers. This is a travisty. Not only are the unit owners being hit with a large increase on their individual bills, but will now, more than likely, be faced with an additional increase on their monthly assessments to cover the increase for the common areas of the building. We had to increase assessments already for the 2007 budget to reflect the "residential" rate increase. Since our building is an all electric building, you can imagine how this will affect the owners. Ours is also an older building with a large majority of "original" owners of over thirty years, most of whom are Seniors on fixed incomes.

I am hoping that there will be a "grass roots" campaign to contact out various state, fedral and local representatives to intervene. How does everyone else feel about this?

While I doubt that they will charge individual owners commercial rates for their individual units; the common area electric may indeed be considered commercial. You can file complaints with the people who regulate the utility; in Ohio it's called the PUCO (Public Utilities Commission) not sure who regulates Illinois.

Studies show that 5 out of 4 people have problems with fractions

Because HOA's are coporations, they are considered commercial. However like the previous post states, the individual Owners are still residential rates.
