Anyone have a suggestion for how to deal with California requirement that notice be given and 96 hours allowed to elapse before a vehicle can be towed?

That seems like an uncommonly long period of time to allow a parking problem to continue.

Are you sure that 96 hour period is correct?

Since you're in CA, go to davis-stirling.com to see what the legal requirements are to remove vehicles from your common areas. I believe that if you have the correct signage, your can remove them quite quickly, but I'm not sure as it's not a problem in my HOA. So check for yourself.

It's actually the CA Vehicle Code Section 22658 but I think I've been misreading it...

I was reading as though ALL the conditions had to be met - but only one of the conditions has to be met.

DOH!

So if a towing sign is posted, there's no waiting period.

So yeah - just asking the question helped clarify it for me - so thanks!
