We are a new four member HOA and when the Builder transitioned the HOA over to us (he had established) it included a "landscaping fee" that included the building of sidewalks. Is that a common practice?

I am surprised to hear that as I would have expected the Town/City to require him to include sidewalks in the Plan of Subdivision or equivalent document. Maybe check with them to see if he has to put it in to get his deposit back.

It may make sense to talk to your town/county's development dept. to see if that's something the developer was supposed to pay for. Typically those costs would be paid by the developer and recovered in the sale price of the homes or lots. It's an improvement that makes the dirt more expensive.
