What is the most effective way to find homeowners in Georgia once a property has been sold/foreclosed/otherwise changed hands?

Tax assessor's office. Just need the lot # of the property. Remember there are two things in life assured: Death and Taxes. Track the taxes. However, be aware that there is a time gap between filing taxes at the Tax Assessor's office between owners. So don't expect to go the next week to get the latest information after it exchanges hands.

BTW: Foreclosure/Liens are PUBLIC information. It is printed in the local newspaper per their schedule in the LEGALS section of the classifieds. So you can always go through that to find the names and information your looking for.
