Is there a law in TN that HOAs can NOT deny someone to have an electric car charger on the side of their end unit townhouse?

Is there a law in your HOA? This is an approval type item your HOA board or it's ACC needs to approve before installing. Ask permission not forgiveness in a HOA.

One concern I would have would be any trip hazards.

If the town home does not have a driveway, then cables would likely need to run over the sidewalk and/or other common areas to the parking space. These cables would create a trip hazard where none existed before.
