Our HOA has defined attic space and insulation as "general common space". Strictly speaking, if a common element is not accessible to all co-owners, then it should be defined as a limited common element. What is the common practice for other HOA's? Individual co-owner responsible for the cost of improvments in the insulation? Is that area generally defined as a "general common element"?

Yes in the case you outlined, the HOA would be responsible for the insulation. More importantly is it defined as an HOA responsibility in the CC&R's?

A "limited common element" is something outside the "box" that is a dwelling unit but designed for the exclusive use of the homeowner such as a deck or patio.
