Is a CAM license required to manage a HOA if it isn't a condominium; only an HOA?

1. When is a community association manager’s license required?
A license is required when an individual receives compensation for management services when the association or associations served contain more than 10 units or have an annual budget or budgets in excess of $100,000.00

You do not have to hire a manager (you can be self managed). However if you do hire a manager, that person must be licensed if you meet the above description.
It is the same for Condos or an HOA.
