If the development isn't completely built out, it's likely the Association is still under control of the developer.

One way to check is, if the Association was incorporated, search the Louisiana Secretary of State Corporations Database. If your Association filed annual reports, that site should tell you who the Officers are and who the registered agent is (again this only applies if your Association is incorporated).

However, you could get a group together, consult with an attorney and petition the court to turn control over to the members OR force an annual meeting and have elections held.

Do you have any amenities like a pool or clubhouse? Have you called the developer? Do you have a copy of the CC&R's? Have you written checks in the past? Who were they to? Need some more information.

Sounds like maybe someone needs to take the reigns and organize something. First go to the courthouse to get a copy of the CC&R's. It should have some of the information your looking for. The developer's name should be on it whether or not it's been turned over. Even when turned over most HOA's neglect to update their documents to remove all the developer's references. So you should be able to atleast get the right people at the time of turnover from there. There is also the Articles of Incorporation that is filed at the state level. It could be available online for your state. That too should have names to contact on it. Plus it will let you know if your incorporated.

The next would be to hold a meeting somewhere. See who is actually interested in having a HOA. There may be no interest by anyone to have one. If there is no interest but still responsibility you need to decide what is worth the effort.

Keep in mind that a HOA does NOT improve one's home values. A HOA simply attracts more buyers to want to purchase because of how nice and uniform it may look. So don't equate your home's values with how tall the grass is in the next yard over.

You just stated in your own words you would not buy because the property is not upkept or neat. That is being ATTRACTIVE! It has nothing to do with the PRICE or VALUE of the home. Price of a home is subjective for the most part. You can put a $500K price tag on any house. Does not mean you get it.

Home values are based on what similar homes with similar square footage, number of baths/bedrooms, location, and number of foreclosure/short sales have sold for in the last 6 months. If your neighbors house sold for 200K and it is like yours, then your house would appraise/value would be around 200K.

Now your house or neighbors houses may not sale if buyers are NOT ATTRACTED to it because of the shape of the area. That does NOT mean your house is of less value. Just not going to have alot of buyers. You do not know why a buyer may not buy a home. I hated the wallpaper in one home and walked out. The home value did not drop.
