We have 5 Board members. They may resign except me.
Is there any substitute for HOA ?

In most states, if the number of directors falls below the minimum number required for a quorum, the remaining board members may appoint sufficient numbers of people to the board to reach a quorum.

If nobody wants to be on the board, residents can ask the courts to appoint a "receiver" to run the association. This is usually an attorney and this will cost you a fortune. Do everything you can to appoint new board members.
