Our covenants state the following:

Section 3. Notice of Meetings. Except as otherwise provided in
the Declaration(nothing stated there), written notice of each meeting of the members shall be given by, or at the direction of, the secretary or person authorized to call the meeting, (a) by personal service at least 15 days before such meeting, or (b) by mailing a copy of such notice, postage prepaid, at least 15 days before such meeting to each member entitled to vote thereat, addressed to the member's address last appearing on the books of the Association, or supplied by such member to the Association for the purpose of notice. Such notice shall specify the place, day and hour of the meeting and, in the case of a special meeting, the purpose
of the meeting. A copy of each such notice shall also be mailed to each mortgagee of property subject to the jurisdiction of the Association whose name and address have theretofore been furnished to the Association together with a written request for such notices, in which case each such mortgagee may designate a representative to attend all such meetings without voice or vote.

Can a meeting be moved 3 days before the meeting?

The meeting has been at the same place for more than 10 years. This year I collected proxies to get onto the board. I gave the proxies to the secretary by the 30th(on the 29th) as stated in the proxy the board sent and the next day the meeting was moved to a new location. A smaller venue that cannot possibly fit all the homeowners comfortably. My proxy does state the location of the meeting and I believe this move was to invalidate my proxy. Can they do that. Will the proxies collected still be good? Do I have any options?

It could be that there was a conflict.
Have you asked the Secretary about the proxies (i.e. "I expect that even though the meeting was changed the proxies I submitted in good faith still count?")
