The crawl space is a common area in our units. There are water issues and heating issues in the crawl space of a unit and the HOA will not address the water issue at all and will only reattach a disconnected duct when there are other issues. What options does a homeowner have?

I have to ask what is the budget looking like for your HOA? A HOA is ONLY funded by it's members for it's members. If a HOA is putting off repairs or other maintenance items it could be an indication they are underfunded. What you can do as a homeowner is recognize that you all may need to have a special assesssment or raise in dues to cover the costs. You may also recommend and shop for a contractor to suggest to the board to use.

Your board is volunteer only and the only requirement is to be a homeowner. Sometimes they could use the help. I'd suggest attending a meeting or decide to run for a board position. Overall what you can do as a homeowner is PARTICIPATE!

"Reconnect ductwork"?????

As you give no specific details about the work you believe the HOA should be addressing I think providing you with an answer or opinion would be impossible.

Just who has determined what issues exist and how did they conclude this??

While "new" to the Wide and Wonderful World of the HOA (as a Board Member) we need much more information. I, I have to say, have never heard of the of a Crawl Space beinf "Common Area. How ong have you been there?....What has the HOA done to address these issues in the past (even before your arrival). Will the situation result in potential harm to the resident above the space (Mold)?... \

My brief exposure to this site has provided a wealth of infomation...some funny, some useless, most of value...
