"need to be" will depend on what your governing documents require.
If the documents are silent, then each Board may make it's own determination.

Our association has committee chairs act as the liaison to the Board.

Does there need to be? Probably not mandatory but recommended. How is your social committee funded? That's the better question.

we also have committee chairpersons (social, pool, grounds) that act as liaisons to the board. works pretty well, but we have some challenges getting folks to volunteer.

Our Board assigns directors as board liaisons to committees unless a director is a committee member. Unless a director is a committee member, s/her has no vote. The liaison's purpose is to add the board's perspective, knowledge of our finances, etc. to committee deliberations.
