One of the co-owners of our complex works on a cruise ship and is "home" a couple weeks, twice a year. How can we legally contact him? We are having issues with his partner, so much of the recent communications have been concerning him.

We are about to have our annual meeting, can partner speak on owners behalf?

Via the corporation's address of record for the individual.

You cannot compell someone to respond eventhough doing so may waive some rights or be found to be in contempt depending on the circumstances.

check your county's 'land records' and see where the tax bill is sent

you send notice to the actual home address and where the tax bills are sent

At least for me you have left much confusion by your post. You state they are "co-owners" which would suggest both have an ownership role.
Then you wish to contact the other "owner" or partner that is rarely home. Well if you are having problems with the "co-owner that is home they would be the person who IMO you should contact.

Then you go on to aks about the annual meeting. Now you callisfy this person as a "partner" rather than a "co-owner" well which is it?
A partner with no ownership interest in most cases would have no rights regarding the annaul meeting. If however they are "co-owners" as you have stated then they would have the right to attend and when allowed speak.

I think there is some confusion as to owners, co-owners, partners, which you seem unclear of yourself.

I’m sorry, this is the first property I have been involved with that has by-laws. Our by-laws define a co-owner as any party owning a unit. I guess the 6 of us co-own the complex.

“Cruise guy” is the sole, legal owner. “Partner” is not on the deed. Partner, lets not say lies, but he enhances the truth. (No…. I do walk the dog off property. That must be cat or squirrel poo left at their front door.) Any letters mailed would go through “partner”.

Do you have a Board?

Do you have rules and regulations?

Is there a fine schedule? If so have the Board issue a violation and then follow the fine schedule.

Whether the cruise line employee or the partner get the violations or fines doesn't matter.
