Our HOA CC&R's has a section dealing with changes to the common area.
The rules state that any proposed physical changes to the common area must be reviewed by the Architectural Review Committee. The proposal is to add a Bocce Ball Court adjacent to the tennis courts,and involves making alterations to the walkways, drainage systems, and the entry gates to the courts.

Our Architectural Review committree does not want to review the proposal. What advice can you give us?

When there is no ACC the board then makes the decision. This now is a board issue and I would suggest ALL members attend the meetings to make their feelings heard or to be informed about the decision. That's what you all can do.

I expect that this is a continuation of the issue addressed in this thread: Subject: HOA Common facilities use policy and operating rules.

Is the issue that the ARC is refusing to review it or that the review is taking longer than you think it should?

If you received documentation that the ARC refused to review the proposal, take the issue directly to the Board. If the Board doesn't want to address it, gather signatures and call a special meeting of the membership.
