My neighbor has collected several directed proxies for the upcoming association meeting. He has asked me to take the proxies he has collected and vote them in his behalf (and for whom the proxies represent). Is this legal? Thanks in advance...

He may assign you as his proxy but he does not have the authority to assign you as a proxy for someone else he holds a proxy for. Only the member who issued the proxy may reassign it by naming someone else as the representative.

You neighbor, if he chooses to not attend, just wasted his time collecting the proxies and wasted the votes of the members who named him as a proxy. If he is not going to attend, he/she should contact the people who he holds proxies for and let them know to reassign the proxy to someone else.
