Our HOA Rules and regulations section has an item that states: "The association, acting through the Architectural Committee (ARC), shall provide a fair, reasonable,and expeditious procedure for making its decision on PROPOSED PHYSICAL CHANGES to the common area."

A group of residents has proposed to construct a Bocce Ball court which requires some earth work, altering a drainage system, and making changes to the tennis court access gates. Our Board directed our ARC review their proposal and determine if the changes are acceptable to the community.

So far, it sounds like the Board is following the rules regulations. What is the problem? I suspect that is more to this.

I suspect that the ARC is made up of volunteers. As volunteers, it takes time to identify what is needed, write a statement of work, solicit bids, meet with contractors and make a report to the board. For the work your talking about, this could be a 3-6 month process for my Association.

Anything that involves the drainage system might be a problem so I agree with Paul here.

Do they have a check list that includes city/county codes as someone else suggested in an earlier post? The contractors who turn in the proposals to show the possible cost could be helpful here. The contractors might also be able to point you to other communities who have installed something similar. You might want to check them out after a big rain (back to the drainage system topic).

I guess it amounts to usage versus cost. If you're replacing a lawn, I wonder if the water provider in your area has incentives?

Not sure just what you are looking for here. Are you wondering if it is a good idea for the ARC to propose changes or if it is a good idea to have a Bocce Ball court. As others have stated changing the drainage throws up a big red flag on the proposal. Drainage systems are engineered and even what seems like a small insignificant change can cause flooding in other areas. My other concern would be if the Board has the power to make Capital Improvements without a homeowner vote. Our CC&R's for instance limits the Board to two thousand dollars without homeowner approval.
