what are valid reasons for calling subject meetings? What is minimum notification time? Are agendas required before the meeting?

You should visit the Davis-Stirling Act website. It's run by an attorney firm so keep that in mind.

There's a limitation on what can be a valid reason for an emergency meeting. About to miss a deadline because the board was disorganized or unprepared is not a good reason although I've seen it used.
