Columbia Association, the master HOA governing Columbia, Maryland, a town with 100,000 people, has proposed legislation that would change its designation from being an HOA to being a "Non Profit Community Service Corporation," thus excluding itself from all future HOA legislation. Does anyone know of a master association that has done such a thing? Do you know of a master association called a "Non Profit Community Service Corporation?
I live in Columbia and I'm concerned about this change.

Sounds too easy, there must be more to the story?

A quick Internet read says the issue on one side is the place is to big and complex to be run under HOA rules. The same people say this is a business and needs to be run as such.

The other side says that doing so will remove many of the safeguards, rights that an HOA Association member/owner has.

John has summarized the issues pretty well. I'll add that Columbia Association has a priority lien, with the ability to foreclose, on every property in Columbia. Doesn't that define it as an HOA?

And there are HOAs as big as the Columbia Association such as the Headlands, TX. Am I correct that those responding know of no HOA that did something like this?
