Typically there are two reasons. Membership apathy and the other board members let it happen.
However, if your Association is still under declarant control, then there is a third reason - this is the way the Developer wants it. When an Association is still under control of the developer, the membership has little say in how things are ran. Once control of the Association is transferred to the members, then changes can be made.

Expecting that you are not under developer control, you need to gather support from other members. If your Association allows proxies gather proxies from those who are not attending the annual meeting. If you gather enough proxies, you may have the voting power to determines who is elected.

If the individual was properly elected or appointed and the rest of the Board doesn't protest the decisions (or authorized the decisions) that individual is free to do as they wish within the confines of the law and governing documents.

Yep, this does happen. Sometimes it benefits the Association and sometimes it doesn't. Many see it as unethical and some see it as no problem at all providing the work is done.
As I've posted elsewhere on this site, Associations
should do what is ethical but
must do what is legal.
Sometimes, what is legal isn't always ethical and what is ethical isn't always legal.

You answered this question within your posting: "How can I get on the board".
Typically the more members are involved in the running of the Association the better the Association is. If members do not want to become involved, then those few who are willing to volunteer are often the only one's ever elected or appointed and will make the decisions that affect everyone.
I will echo Glen's recommendation: get the membership organized, find volunteers willing to serve and then vote them out at the next election or go through the recall process to remove them sooner.
