As you know, Per
Common Interest Community Association Act and the
General Not For Profit Corporation Act of 1986members have a right to the membership list providing they give a valid purpose for having it. However, addresses of members are also available through county tax or land records, just walking the neighborhood and looking at the house numbers, etc. What I'm trying to point out is that even though the individual is a member of the board, you would have to prove that the addresses and/or information used in the letters were obtained from the Association records and not by accessing other public information.
If the individual is acting on behalf of the board, make a complaint to the Board. Perhaps the other board members are unaware of this individuals activity.
If the individual is making threats, contact the police.
If the individual is making you concerned for your safety, contact the police and see about obtaining a restraining order.
If the individual is
libel to defame you, contact a local attorney to explore your legal options as this would be a civil matter.
