Is member of HOA in Texas allowed under records to view employee(mangement) salaries hours worked etc upon proper written request.

Per TEXAS RESIDENTIAL PROPERTY OWNERS PROTECTION ACT, an Association may withhold from inspection the following:
1) Individual lot ledgers of other members
2) Phone numbers or e-mail addresses of members (they do need to provide mailing addresses)
3) Information related to an employee
So the answer is no.
However, you may ask to see a copy of all contracts and this contract may or may not have that information.
