Has any one had experience with the FHA ruling that they were discriminating against children playing?

.we are a small complex of town houses with Property Management and the usual five board members.Our rules state that the common areas are not playgrounds.A homeowner complained and the FHA said we are discriminating against children playing. The children in question play football and damage garage doors and parked cars etc.
