Starting with the basics. Am looking for a template which can be used to prepare Homeowners Association Bylaws in North Carolina.

You may try going to a local Office supply store. There are some FORM packages available that may cover this subject and others. You can find these forms (sometimes with a CD) where "Selling your home" forms may be found. Ask a sale associate where to find "Do it yourself" type forms. Most likely they will be grouped together on a small rack.
I know they have the documentation for incorporation there that you may want to look at. These forms should conform to different states if you read throroughly.
This should get you started in the right direction. However, remember that Bylaws are superceded by the Convenants and Restrictions. If the CC&R's already exist then go to the local county courthouse to get a copy. You can't modify them without a majority vote of the entire membership. So don't rewrite without considerations.
