In Washington DC - Does anyone know of a government review board like they have in Virginia and many other states where you can file a formal complaint against the Board of a Co-op/condo?

Not that I'm aware of.

Wow - Tim, If you're not aware of one, I'll willing to bet that there isn't one. I just know that you're extremely knowledgable and you've always so helpful.

If that's true, it's a paradox that DC Govt does not have a governing body for this. Having goggled this, I can't find anything either.

The District has a Condominium Law, http://www.schildlaw.com/dccondolaw-tab.htm, and apparently the Mayor has the authority to enforce these condominium laws.
I don't know anything about how well this works.
