Do not know how to do a poll on here but, two questions for you all.

1. What is the largest % of owners any of you have ever seen physically present at your Annual Meeting?

2. What is the typical % of owners that are physically present at your Annual Meeting?

My answers:

1. About 35%.

2. Less then 10%.

1. 40% but at that meeting the membership also defeated a predatory bylaws rewrite.
2. 20% but a lot of information goes out all year by e-mail and mail and we get a good proxy response.

I think that we'll learn more if we know the % of units that're tenant occupied, and the % owner occupied part-time (vacay homes, etc.). In addition, the % required for quorum to elect directors might help too.

So . . . we're 211 high residential units. 43% are tenant occupied; an additional 10% only are owner occupied part of the year. We need 50% of eligible Owners voting to make quorum to vote for directors.

I moved here in '04. In '04 & '05, about 35% of Members attended the Annual Meetings and the rest were present by proxy. We had about 80 valid votes for directors.

Calif. statutes changed in '06 so that absentee ballots are counted as present, i.e., counted towards quorum. About 20% of Owners attended. Again about 80 were counted as present.

Because of absentee voting, all ballots are, in fact, secret. So pressure on or even bullying of voters doesn't get candidates, especially incumbents, very far.

We generally conduct no other business during the Annual Meeting except for the election of directors. We have truly open forums during out monthly board meeting, a responsive Board, responsive management co. and excellent communication with h'owners.

By 2011, about 10% attended, due in part to the election being uncontested. About 70 members voted.

We need 50%+1 to change our Bylaws. We need 67% to revise our CC&Rs.

It's my understanding, perhaps from Larry, that proxy voting no longer is permitted in AZ.

It's pretty clear from a whole lot of posts on the topic, that very few HOAs could make quorum if only those who are physically present are counted towards quorum. This especially is the case where there's a high % of tenants.
