Lucky me. I've been elected to update and refine our HOA by-law for fencing. We are horse owners predominately and the common accepted fence is wood,three-rail-and-post bordering front of property (pretty much the same on sides and back). Presently we have a vague guideline as to the specifics and I would like to lock down a more concise description of what will be accepted by the board for all new and updated projects. Has anyone have a by-law I could view to get some ideas?

No clue as far as a bylaw to reference. Maybe a Google search for equine community bylaws would be a good start.

Something of that nature though is going to be pretty subjective and you should be sure to include mention that the architectural control committee shall approve all fences and changes to fences. As for a description, how would you describe an appropriate fence to someone who wanted to build one but had never seen one before? Define what a split rail is, how many rails, what size, how much space between them, how tall the posts are, etc.... Think of maximum and minimums for those things and anything else you can think of that would be descriptive.

Establish a proposal for a starting point for guidelines and then ask for input/review from others. It's easier to discuss a topic when a reference point/baseline has been established.

One thing I might get out quickly is a letter saying the ACC is updating fencing regulations and remind people that no one can install a fence without ACC approval.

Also say something: While we do not expect to make major fence regulations (put them at rest) changes that one can only maintain their existing fence to it is existing style, shape, height, position, locaion, color, etc. and that any other changes must be approved by the ACC.

This will give you the breathing room you need to come up with regulations and be sure owners do not run amuck.

Good points and will incorporate into my first draft. I have measurements from a fence installer as to height of posts, spacing of three rails, material specs that the architectural committee will accept. Painting ok but not recommended, stain preferred or natural are options on coloring. I will present to the Board next week. Thanks for your thoughts.
