We have a two member HOA so it's tough to resolve issues.
The other member repeatedly disregards the requirements of the CC&Rs - EG: doesn't cover his wood floors sufficiently;
refuses to care for his animals; allows renters access to our storage space, etc.
We had to take him to court on one of the issues because he refused to pick up after his cats in the vegetable garden.
We don't want to have to go to that kind of expense every time we have an issue that needs to be resolved but can't figure out what else to do.
Do you have any suggestions or is litigation the only way since we obviously can't vote him down.

I'm afraid you're stuck with having to do what you are doing or sell and move.

If you have to take them to court remember to include reasonable attorney fees as damages.
If a judge agrees, once he pays your attorney for taking him to court he may change his tune.

How do you have a 2-member HOA?

But unless the two of you agree, the courts are the only mediator around.
