Is there a Florida statute concerning the number of residential HOA lots and the size or number of pools?

That would more than likely by administered on the local level. The Developer goes to the local Zoning Board with his plans including lot size, home size and number of lots. They either approve the plans or require certain modifications before approval. I would also check with the local ZB to see if there are limits to pool sizes vs lot size.

Studies show that 5 out of 4 people have problems with fractions

Florida State sets enforceable regulations & guidelines and they are monitored locally by the Health Department. http://www.doh.state.fl.us/environment/water/swim/pdfs/64E-9_FAC_Draft_Rev7_no_strike.pdf
CHAPTER 64E-9 PUBLIC SWIMMING POOLS AND BATHING PLACES

You would also need to check with local zoning.

I know the Health department has set the maximum load for our pool and that is based on the size of the pool, not on the number of units in the association.
