I have several homeowners that are complaining about a property creating nuisances, The homeowners have teenagers that often have 10 or more kids hanging out in the middle of the street or the neighborhood corner (many with no shirts, saggy panys refusing to move) and throwing trash in neighbor's yard... The police is called and the kids have learned that as long as they say they are visting someone, the police do nothing.. Our declarations state each owner or occupant shall refrain from any act that could cause reasonable embarassment, discomfort, or nuisance. What can we say in our letter to the violators and if they dont comply, what more can we do???

Happy J - Are these teenagers the children of homeowners? Do you know where they live? If so, send the homeowner a letter stating the Board has received numerous complaints regarding their children and their disrespect of the community and homeowners properties. Your teenagers are also responsible to follow the Declarations. Give them 30 days to correct the situation and tell the parents after the 30 days if it has not ceased they will be fined $100.a day until the teenagers stop being a nuisance. I'm surprised about the police. Are the teenagers on the common property? I would suggest going back to the police and having a talk with them. Ask them what you can do to stop these kids. Maybe a no loitering sign with a $50. fine.

"as long as they say they are visting someone, the police do nothing." I would find out from the police what this means and what a visitor has to do with anything. Hope this gives you some ideas.

#1 Documentation. What exactly did they do and when? Keep track of it. Ask other neighbors to do the same. Establishing a pattern of behaviour is going to be critical or something like this that is subjective.

Just be careful that this isn't the result of a few 'dramatic' homeowners trying to start trouble. It may be an exaggeration, and there may be 2 kids out playing in the front yard, but you won't know until you investigate it yourself. INVESTIGATE, INVESTIGATE, INVESTIGATE! Don't just take the word of a couple of homeowners, they may have personal beefs.

There have been discussions on this forum about the use of security cameras on the exterior of homes.

This is an excellent example as to why cameras should be allowed. You have two groups each claiming that the other is causing trouble. A videotape of the activities would allow the police to haul off the offenders and put an end to this nonsense.
