I am looking for samples of party rules in a highrise residential condo enviroment. Parties held in owners or tenants residence not a common area. Rules about numbers allowed, extra security personnel, etc.

Well I would start with knowing what the "Noise ordinance/rule" is. Are you allowed to have noise after 10 pm? Most HOA's have rules such as noise control limits. This applies if you have a pool area as well.
You may inquire at your local Fire department to find out occupancy limitations. There should be some setup with the local fire marshall.
If the residents living in the condo are open individuals who may like to party, then things should be okay. It's when you have a group of individuals who are "picky" about the noise/partying you may have issues with. Their options may be to call the police to control the noise levels or behavior.

LanceT, thanks for the reply. We do have quite hours and have contacted the Fire Department for occupancy. We are trying to have rules that discourage large parties, late nights. We are a urban downtown condo so for the few "big" partiers who invite everyone back to their place or plan big parties when events are going on downtown. We would like to try and prevent these rather than control them once they happen.

I wouldn't attempt to limit the number of guests in a member's unit because you have no way of enforcing such a limit unless you are invited to the party. You can't knock on the door and demand to be allowed to count the guests.

You can pass rules to limit the noise, you may be able to hold owners responsible for the conduct of their guests in common areas, and you can control parking on the property.

Your best bet is with a noise provision or ordinance. You can't stop someone from inviting 10 people to their home late at night if they want to do yoga, but you can stop them if they want to play loud music and cause a disturbance.
