I'm trying to figure out a fair number of guest each homeowner is allowed to bring to the pool. We have over 200 homes and one pool. Any suggestions?

I am not sure that is really possible to do. There is no "Fair" in selecting that number. You may just want to put a sign limiting the number of people who can be at the pool. We allowed parties at our clubhouse attached to the pool but the pool could NOT be exclusive use to those party goers. It didn't allow us to control the numbers but it also didn't allow guests to take over the pool area.

You find that pools work themselves out on their own. There are usually spike periods but things tend to work out even then.

We have 236 homes in our master association and one, 60,000 gallon pool - enough for about twenty deck chairs to surround.

Our rule is 4 guests per property in addition to the people living in the unit. We have no problems with that rule.

If our clubhouse is rented, then the 4-guest limit is waived BUT the renting party receives non-exclusive pool use (in season, of course).

What size pool ? Small 25M pool? 50M?

Timing is also a factor - During the week, we don't get that much traffic, but the weekends are a different story. A large group of guests might be a burden on resources and deprive residents of use of the pool.

Our Pool Rules has Events/Parties clause and defines such. "In the event that a resient wishes to hold an event or part at the pool, they must submit an application to the PM at least 14 days prior to the event. A check or money order in an amount to cover the cost of said event (as determined by the schedule attached) shall accompany the application. The Board always reserves the right to limit the number of guests in order to prevent interference with the use of the pool facilities by other Members and Resident Members. The Board also reserves the right to require an additional lifeguard for any event or party. In the even that a determination is made, Management shall notify the applicant of the cost (Billed a the then-current hourly rate) not later than 10 days prior to the even and payment for same in the form of a check or money order shall be made no later than five days prior to said event. The resident must pay the usual fee for each guest prior to the beginning of the event or party and eash guest shall sign the attendance log."
