In our HOA, the Board solicits member motions in advance of the annual meeting. The Board then compiles the AGM package, including motions submitted, and sends it to the membership. I have 2 questions:
1) Has anyone experienced their Board altering member motions without contacting the member who submitted it?
2) Has anyone experienced their Board deciding to OMIT a member motion from being sent out for vote?

I can understand why the board would solicit agenda items from residents ahead of the annual meeting, as to be transparent and let the community know of what will be discussed.

If that's your method of operation, then a motion or consideration of business should be published if offered and solicited. However, I'm not too familiar with your board's method.

I have never seen an HOA (and I am on my 5th) where just any owner can get a Motion made.

I have seen where they can request to speak at the open member meeting and they could even request the BOD discuss an issue and maybe even try to word a Motion but the BOD has the final say on what does or does not get Motioned.

Might could happen your way I guess.

I've only sat on one HOA board, but have been a member of similar structures and have never seen motions submitted prior to a meeting. I believe that motions only can be made at meetings.

We permit Owners to submit requests and suggestions to the board that go on our monthly open meeting agendas that are posted 4 days before the meeting. Despite our (the Board's) encouragement, we get perhaps 6 owners' written requests per year. They all are placed on the agenda for board discussion or action no matter how unreasonable or even illegal they are.

Our committees write monthly reports, which often include recommendations to the board, but not "motions." Our prop. mgr. also sometimes writes recommendations to the board.

Jennifer, is this annual Members meeting the only meeting that homeowners may attend? Are you saying hat you or a friend submitted a suggestion, as invite, and the board turned you down? Or accepted an agenda item and then deleted it? And are you also saying that if the board did approve a member's suggestion, that it would be sent out to all h'owners for a vote?
