I don't know the laws in MO, but CA permits Owners to have copies or review almost all executed contracts. You may have to make your request in writing, the HOA may have X # of days to reply, and your HOA may be able to charge you for copies.
Your bylaws or CC&Rs should list which HOA contracts and other docs you may review--our do.
