It depends on the language used within the law.
Many laws are written that defer control to the Associations governing documents.
Many laws are written that take control from the Associations governing documents.
Many laws are written to defer and take control within the same law.

If you can cite the specific section of the CCIOA you are questioning, we may be able to provide a better answer.

Yes, except when the CCIOA states otherwise or when the HOA is not covered under CCIOA.
