Can one find recorded HOA amedments etc. on line or do you have to send in a written request to the respective state office?

'Google' your county clerk (& comptroller). Then select the official or public records department.

You should be able to view all the public documents for your communitiy. This should include the CC&Rs, Bylaws, and any ammendments.

Note: it will not include any BoD created rules, ARC guidelines, etc.
