Can a property owner stop the hoa assoc from painting the outside of their unit located in an eight unit building?

I would say no if the association is responsible for outside (shell) maintenance of the building. Why would one want to stop them?

Yes they can. It has to be approved prior to the work. There should be a committee to submit plans for them to approve. The HOa can repaint the place and send you the bill if it violates codes or does NOT get proper approval. This can turn into a lien if you do NOT pay it.
