I was wondering is there a web site that can give me the responsibilites of HOA Financial secretary.This is a position we (The Board) created or do we create the responsibilites as we see the need?

What did the board want that position to do?

For our Association we have a Treasurer (board member) and a bookkeeper (paid contractor).

The Treasurer pays the bills, prepares financial statements, drafts the budget, sends out the 60 day (and over) late notices and oversees the bookkeeper.

The Bookkeeper collects the assessment payments, maintains the ledgers for each lot, makes the deposits and sends out the 30 day late notices.

Officers and their duties and responsibilities are typically defined in the bylaws. However, some bylaws authorize the board to create other officer positions. If your bylaws do not give the board this authority, then your board should not be creating new officer positions.
