Who is eligible to vote if election starts when a homeowner is selling his home? The homeowner who receives a ballot, or the homeowner on title if escrow closes before the day of the election day?

Whoever is on the title as owner as of the date of the election, the other is not a member of the association.

Our Board sets a "record date" each year well ahead of the elections. Generally, we (the Board) set the date at about two weeks prior to the election. Whoever hold title on that date is entitled to vote.
