Yes.

If the property is in a large development you might have a local HOA that oversees your section and then a master Association that oversees the amenities (pool, clubhouse, etc.).

Yes. There are developments with separate HOA's for particular types of homes (such as condo's) within a larger HOA. One neighborhood within a large development may have its own HOA plus be part of the larger HOA. There may also be additional HOA's for amenities such as golf courses. I have heard of developments where a single home may be subject to as many as 8 associations. (For me, that would be 8 reasons to buy elsewhere.)
