Yes, the homeowners can vote directors off the Board. Follow Roger's advice and read your HOA's Bylaws.

Tough love here but it is time to read and understand all your docs versus just fire questions from the hip.

The methods and procedures to do whatever you want to try and do are in the docs.

An example. Many docs say that if a BOD Member misses 3 consecutives meetings they can be removed from the BOD by a majority vote of the other BOD Members. The same docs might also say a BOD vacancy can be filled by a person receiving a majority vote of the BOD Members. Thus if the majority of the BOD likes the person just removed, they might could reappoint the person they just removed. Why? Who knows but it might could be done.

Your docs. may include a provision to remove a director based on attendance but it is typically at the will of the BoD NOT mandated as automatic removal.

However, in Florida if you have 50% +1 of the membership [entitled to vote] in favor of a recall it is very easy. No meeting required.
