is a privacy fence attached to the outside of your building a part of "exterior building surfaces" for cc&r maintenance coverage?

That can vary from association to association.

I say if original and all have such, then the association is responsible but the answer should be in your CC&R's.

One association I lived in was townhouses with 3-4 townhouses per building. Each unit had a 6ft tall, 8-10ft long privacy wall extending out from the building, dividing the back yards and at the end of each building. So a 3 unit building had 4 of these walls. The walls were on each and every building and built as part of the original building construction. The association was responsible for the maintenance of the entire building shell, including the privacy walls. One side note. There were no back walls nor were they allowed. Each units backyard was open to common areas and one was not allowed to enclose it with fence, wall, etc. One could also not plant anything beyond the end of the walls.

My townhouse community is the same as John C's. In an insurance settlement the privacy fence was considered an extension of the wall and as such fell under the umbrella policy.

As John says, it can vary. In my town home development the fence is maintained by the property owner.

Are/were they all built identically (as were ours) and must they be maintained the same?

If not, this could get tricky. I can see the CCO (Chief Complaining Officer) saying if I am paying then I want it to my "tastes" or lack there of.....LOL
