OK just wondering what some thoughts are on this.

Here are a few information points. . .

Single family home neighborhood of 177 home. Homeowners only own the property that their houses "drip Line" is on. Private roads, driveway, patio, yards owned by HOA but exclusive use to homeowner.

Resident that is over $5000.00 delinquent with HOA dues has someone staying with her. Car parked at guest parking and in street numerous times. Board had car towed.

Person who owns care now harassing the board when he enters the neighborhood by reckless driving, blasting radio, and yelling at board members.

The biggest thing we are concerned with is the reckless driving. By this I mean EXCESSIVE speed. Not stopping at stop signs and literally aiming for people who walk.

Does anyone have any ideas how to fix this problem?

Avoid the temptation of getting involved face-to-face. DO NOT make threats of this or that kind (this is assault) as you/BoD/etc. have little or no authority to do so and could actually end up with another set of issues/problems.

Send a registered letter describing the offenses witnessed. Now you are beginning a 'paper trail' idicating due dilligence is being applied.

Videotape or at least keep log/document the ocurrances witnessed and then call the police. Eventhough the roads are private they will likely at least talk with him/her [especially] if you have proof (videotape) if the officer does not witness him/herself.

Get as many people as possible to witness issues so as to have a better case.

If this is in fact a problem then skip all the paperwork and call the police. That's their job.

Reckless driving, speeding, not stopping for STOP signs should be handled by them.

My question would be what is the HOA doing about the $5,000 owed?

Sounds like you have a problem with the owner and their "guest".

Maybe it's different in Ga.

But here in S. Fla. the police will not come into private streets for traffic issues(other than accident documentation) without a contract.

The contract (would have) required traffic study(s), upgrading signage to DOT specs., updated/enhanced striping & reflectors and city council approval.

They make it difficult and are reluctant to do this as in the past they have been exploited to settle disputes between feuding neighbors which does not help dept. PR. Plus they need to witness the infraction to have probable cause for a citation (that's where the videotape comes in).

In fairness our issue was with more than one person so in the end we put up speed bumps which are always there and thus 'on duty'.

Assuming this resident is the only one in arrears to the tune of FIVE THOUSAND DOLLARS, why hasn't the HOA begun foreclosure proceedings??? I would consider that "the biggest thing [you] are concerned with."
