Our board spent $8500.00 to plant trees in our common area I can not find in any of the past minutes where a motion to do this was made. It is done so there is nothing I can do. I just want to hear some feedback.

Did you ASK? Surely the Secretary would be able to find it for you.

Some other possibilities: it is a Reserve Fund scheduled plan; it's an insurance settlement that is replacing what is lost; it's a committee decision done within its own budget - all things that might not need a motion in front of the Board.

I am searching old minutes now but there are 4 monthes missing. I am waiting for the pres to get back to me with the missing minutes.

As Susan & Paul point out, also review your 2012 AND 2011 budgets. The latter because the $ may not have been spent till '12. Also review your reserve schedule to see if trees or tree replacement is on it.

Do you know if there were bids to plants these trees? If so, it's possible the decision was made in executive session as we're permitted to do in CA. But, then, it should have been announced in your regular meeting (in CA, though).

Forget the tree plantings if it serves a common area that all dues payers can enjoy. Start attending your monthly meetings so you're informed as events happen and left scrambling when projects are implemented with which you disagree.

I would make a simple ask of the board as to when the decision was made to allocate that money and see what response you get.
