It's a good question but since Associations vary, even within the same State, I think the opinions would be biased based on what their experience with their Association would be.

Certainly there have been a fair share of issues raised on this forum in a few States more than other States.
However, that could be due to variations in State laws or economic conditions (which may led to an Association being more aggressive on covenant enforcement as a means of revenue).

Personally, as I'm currently looking for areas to retire in, this forum has certainly aided that search as it's shown some of the issues being experienced and some of the confusion caused by new or the lack of State statutes.

In my view it would be those states that have the fewest and/or weakest homeowner rights laws in place. I haven't seen a comparison by state but if anyone has one I'd love to see it.
