CAN A HOA PRESIDENT BY HIMSELF WITHOUT BOARD APPROVAL GIVE A SALARY INCREASE PLUS BONUS TO THE EXEC DIR?

Depends on your bylaws or other docs whether or not the prez has that kind of authority. It also may depend on what's in the contract with your Exec. Dir.

The Prez on the board on which I'm a director has no such authority. Only the board may approve raises

Btw, what IS an Executive Director?
