There are certainly ways of varying degrees based on what the board is trying to purchase. If in the grand scheme of things it is a minor purchase I would gather community support through a petition to have the item purchase talked about at an open meeting and allow your input. You can go through the process or recalling your board. In dire situations you could even file for an emergency injunction through a court...

Nothing should be contracted for or otherwise purchased without a discussion and majority of BoD vote in favor at an open meeting.
By Florida law at that time you and others of like mind can voice your opposition.
If its just you or a few members who opposes then you really can't do anything.
You need a majority of community support to effect changes.
There is no avenue for injuctive relief of opposition to purchases unless laws have been broken.

In every HOA there are folks who want the very minimum to be spent on anything.
There are others who want as much as possible.
The BOD usually represents the people who vote them in.

A HOA is ONLY funded by it's members FOR it's members. The board is elected from the general membership to represent them in the daily operations of the HOA and managing the funds. So I can imagine your BOD may have to buy a roll or two of toilet paper...If that's what your calling unneccessary items...Need some more examples.
