I don't have any experience with them. Your Board might need to adopt a resolution that defines what smoking is.

NJ court paper on treating electronic cigarettes the same as normal cigarettes

NJ is the only State I found that currently has legislation treating electronic cigarettes the same as other cigarettes. However, it appears that other States are considering similar laws. I would suggest that the board proposes a bylaw amendment to define "smoking" and bring it to the membership for a vote.

It is a hot topic in many associations (and other areas as well - restaurants, airlines, etc.)

While electronic cigarettes do not produce the same smoke and smell as regular cigarettes more and more places disallow their use. The reason being not so much health but perception. Some of these cigarettes look just like regular and from far might be mistaken for such. Another person may assume that smoking is allowed and start smoking a regular cigarette. To avoid potential conflict I see more and more places that do not allow electronic cigarettes.
