Our President recently resigned and if everything works out the way I am hoping it will be my job very soon. All board members are volunteers/homeowners and the former President has been running this on a manual systems since it began. It's well organized, but you can imagine the challenges of trying to manage it.

I am looking for software that will handle financials (dues, accts payable, banking, etc...) as well as enforcement of bylaws. The other challenge we have is that we all are remotely located so I am guessing we would need some sort of a host so we could all access it remotely.

So I am looking for recommendations on a software solution as well as how to resolve the access from various locations issue.

When you last posted, you had resigned from the Board. Did you pull your resignation or were you reelected/appointed?

Software doesn't enforce covenants, the Association and membership does the enforcement. Even if it generates letters, The BOD and other committees still have to provide the information, perform inspections, follow through, hold hearings, perform re-inspections, enforce the hearing results, etc.
