what is the legal age limit in a adult community not under a hoa? Is it 18 and over without children or 20/80?

It is against federal laws to discriminate based on age. The only exception is for senior communities that have received such a status. Those communities are allowed to limit age of their residents to 55+

A community that doesn't have an Association associated with it doesn't mean that there are no deed restrictions.

If the area is a senior community, then there should be restrictions attached to the deed of the property. If you don't have a copy, you should pull a copy from your local court house or land office.
